Brazil’s regulated online betting market has passed its six-month milestone, marking a crucial stage in developing one of the world’s most closely watched gaming jurisdictions.
Since the Provisional Measure was signed in July 2023 and the subsequent regulatory updates in late 2024, the market has seen sustained momentum, significant operator interest, and the beginnings of formal oversight.
This period has set the tone for what could become a key region for iGaming, with expectations for long-term value, tax contributions, and responsible entertainment continuing to shape the agenda.
According to a recent study reported by Yogonet, 15% of the Brazilian population placed online bets during 2024. This early engagement reflects the appetite for regulated digital gaming channels, especially sports betting.

While early momentum has been promising, areas are still under discussion. The CPI das Bets (Parliamentary Commission of Inquiry on Betting) has been tasked with producing its final report by June 2025. Meanwhile, ongoing debates in the Chamber of Deputies cover advertising restrictions, integrity frameworks, and protections against match-fixing. Similarly, discussions around social impact are bringing more issues into mainstream focus. Despite this, the consensus appears to remain broadly positive as the market stabilises generally.
Operators entering or expanding in Brazil must prioritise localisation, secure local partnerships, and invest in platform flexibility to adapt to future legislative updates. As scrutiny increases, payment integrations, AML protocols, and real-time monitoring will also be critical. Furthermore, regulated casinos (currently in legislative debate) may add new dimensions to Brazil’s iGaming profile.
